City of Detroit v. Marvin Winans

Filed: February 22, 2023

Musician and Bishop Marvin Winans began a $60 million church construction with around 5-acres, 20 years ago. The city of Detroit filed suit last month, claiming the unfinished building is an eyesore. The attorney for “Perfecting Church” responded that the church has been waiting for the city’s approval, including building codes and regulations, which the church has already accommodated the City with appropriate documentation for, and they are the ones responsible for the church’ prolonged construction.

  • Impact: Massive church project halted with bureaucratic process.

  • It is disputed whether the church or city is at fault for the 20-year prolonged construction of Marvin Winans’ building project.
